That's how it should go, because we have seen that the other methods don't work better.I think the best solution and the right one is to make handball strict liability. If it hits your arm, it's a pen, regardless of this "natural position" crap which leaves it open to interpretation.
If they chip it and it hits your arm accidentally then that's bad luck, just like an unintentional deflection which wrong-foots the keeper is bad luck, or Mudryk's mishit cross dropping into the net is bad luck. The rules shouldn't be written to avoid bad luck.
